Tripura on Tuesday launched its NextGen Human Resource Management System (HRMS), marking another major step towards paperless and technology-driven governance, with the state seeking to digitise employee records and streamline processes ranging from leave application and GPF management to online pension proposals.
Finance, Planning and IT Minister Pranajit Singha Roy formally launched the system in the presence of Finance Secretary Dr Prashant Kumar Goyal, Principal Accountant General (Audit) Shri. Shailendra Vikram Singh, Accountant General (A&E) Ranendu Sarkar, Additional Secretary and Director of Treasures Dr Akinchan Sarkar, senior officials of various departments, NIC officials and officers of the Finance Department and Treasury Administration.
Describing the rollout as a significant milestone in Tripura’s governance reforms, the minister said the NextGen HRMS, developed by the National Informatics Centre (NIC), Tripura, is aimed at making records of State Government employees paperless and thus making the system transparent, accountable and time-bound.
The system, he said, would accelerate administrative processes, while providing employees with digital access to information relating to leave, General Provident Fund (GPF), any other service records and pension.
The launch marks the rollout of four key HRMS modules—Leave, GPF, Digital Service Book and Online Pension—completing what the Finance Department described as the institutional loop for digital employee management.
The Leave Module will eliminate paper-based leave applications, automate leave credit and debit, facilitate online approval and provide real-time information on leave balances. The GPF module will provide employees with a digital passbook, synchronised with the Accountant General’s office.
The Digital Service Book will replace physical service books with a digitally secured repository using e-sign protocols, while the Online Pension Module is intended to ensure that pension proposals reach the Accountant General’s office on time and facilitate quicker issuance of Pension Payment Orders (PPOs).
The minister said the HRMS had already been used for payroll preparation since March 2026. The platform also has external integration with systems including SPARROW, PAN, Ration Card, UIDAI, ABHA and CM-JAY, enabling verification of employee-related information and will help to detect errors or fraudulent entries.
The initiative is part of Tripura’s broader transition from conventional file-based administration to digital governance. The state has been among the early adopters of the e-Office system across the entire administrative chain, from the Cabinet to Gram Panchayat level, reducing dependence on physical files and enabling real-time tracking of government records and file movement.
Shri. Singha Roy said the Finance Department had explored various options before turning to NIC, Tripura, after private firms quoted high costs for developing such a system. NIC scientists, software resources and Finance Department engineers and officers subsequently worked together to develop the HRMS at minimal cost.
Two publications—the DDO Handbook for Pension Proposals and the New Pension Rules—were also released at the programme.
The rollout positions Tripura’s latest digital governance initiative as an effort to combine technology with greater transparency, faster delivery of employee services and stronger public accountability.
