Agartala, July 14: West Tripura District Magistrate and Collector Vishal Kumar on Tuesday rejected reports alleging poor utilisation of the Member of Parliament Local Area Development Scheme (MPLADS) funds in the 1-West Tripura Parliamentary Constituency, asserting that the figures cited were based on outdated data and did not reflect the latest implementation status.
District Magistrate & Collector of West Tripura acts as the Implementing District Authority for the Members of Parliament Local Area Development Scheme (MPLADS) within the jurisdiction. The DM is responsible for executing, monitoring, and maintaining accountability for all MPLADS developmental projects recommended by the MPs.
Addressing the media on reported slow utilisation of MPLAD funds and its utilisation, Kumar said the district administration had conducted a detailed review of MPLADS works under both Lok Sabha and Rajya Sabha quotas, verifying the latest figures with implementing agencies as well as the official Government of India MPLADS portal and also conducted ground inspections.
He said the review found that 77 per cent of the sanctioned works have been completed, while 67-68 per cent of utilisation certificates (UCs) have been submitted. According to the administration, all projects sanctioned during 2023-24 have been completed, while 76 per cent of works approved in 2024-25 and 70 per cent of those taken up in 2025-26 have been completed. Three projects sanctioned during the last three months under 2026-27 are currently under execution.
The District Magistrate said a total of 46 projects worth ₹14.87 crore have been sanctioned under MPLADS, of which works worth ₹11.46 crore have already been completed. The remaining projects are expected to be completed by the end of November.
The clarification came after reports, citing data available on the Empowered India digital platform updated till April 2026, claimed that only 31.1 per cent of the MPLADS allocation had been utilised in the constituency and that no projects had been completed.
Kumar attributed the discrepancy to delays in updating the Government of India’s financial and monitoring systems, including PFMS and SPARSH, where payment processing often lags behind physical completion of works.
He said utilisation certificates are submitted only after expenditure is incurred and that recent accounting issues have been resolved, with the updated progress expected to be reflected on the Management Information System (MIS) shortly.
Reiterating the administration’s commitment to transparency and timely execution, the District Magistrate said the latest field-verified data presents the actual status of MPLADS implementation in the constituency and does not support claims of poor fund utilisation.
