The Central Government has enforced Section 355 to ensure security in the violence-torn Manipur. By enforcing this clause, the central government has handed over the security of the Imphal-Churachandpur road and the affected areas to the army, paramilitary forces and the state police. The joint forces will take measures to ensure that there is no further violence or trouble by establishing a security fence in those areas.
According to Article 355 of the Constitution, it is the responsibility of the Central Government to protect the respective states against external aggression and internal disturbance. Due to unrest and violence in the state for the past few days, the central government has taken responsibility for the complete security of Manipur by enforcing Article 355.
A top official of the state police said that Article 355 is part of the emergency provisions between Articles 352 to 360 of Part XVIII of the Constitution of India. This Article empowers the Central Government to take all necessary steps to protect a State against internal disturbances and external aggression.
